The public agency members of MarinMap have organized via a Joint Exercise of Powers agreement and a contract with the Marin General Services Agency.
The MarinMap administrative structure is a hierarchy of committees that perform strategic and tactical business operations. The Program Director of the Marin General Services Agency handles MarinMap's general administration and contracts for services. County of Marin Matrix GIS Team is currently under contract to provide business operations services and technical expertise. Listed below are the responsibilities of the committees.
STEERING COMMITTEE
The MarinMap Steering Committee consists of one representative from each member agency appointed from the ranks of top operational management (for example, a department head such as Public Works Director). It is primarily responsible for ratifying the mission, goals, objectives, strategies, budget and vision of MarinMap. The SC is additionally responsible for sustaining the strategic planning process and reporting to the full MarinMap membership.
In addition to strategic decision-making, the Steering Committee is responsible for the procedures that implement the MarinMap strategic plan. These responsibilities include approving standards; identifying resources needed for the MarinMap operations; designating and working with MarinMap member managers and others to obtain funding; initiating pilot studies, concepts, and implementation strategies; encouraging partnerships; resolving issues caused by different views among the members; and coordinating and resolving competing ideas about the operation and advancement of the MarinMap collaboration. This committee meets quarterly and reviews day-to-day operations of the organization.

ADMINISTRATION COMMITTEE
The Administration Committee is responsible for forging relationships with other agencies that are users of geographic information in the MarinMap geographic boundaries. The AC is the developer and implementer of all Memorandums of Understanding (MOU's), Membership Agreements, Service Level Agreements and Contracts, which facilitate the creation and sustainability of a healthy MarinMap membership program. This committee will additionally seek funding opportunities through grants and other partnerships to sustain the MarinMap cooperative agreements. These opportunities for funding may include Federal, State, and other type agencies.

MARKETING & SERVICES COMMITTEE
The Marketing & Services Committee is primarily responsible for identifying the types of products and services the MarinMap organization will provide to its membership, customers, and consumers. The M&SC may be considered the product and services development group. They must continually evaluate the feasibility of producing a product or delivering a service from a fiscal point of view. They have overall responsibility for the design, development, implementation and maintenance of all MarinMap Products and Services. Ensures that the Metadata Warehouse has all MarinMap data components documented. Uses this source to define and create value added data products and services.

STANDARDS & TECHNICAL COMMITTEE
Standards and Technical Committee is responsible for the defining the Standards that MarinMap members will abide by to share their geographical and other data. Standards are defined in three categories.
1. Metadata: The definition of how the data is collected and what is the reliability of that data, e.g. The Content Standard for Digital Geospatial Metadata proposed by the Federal Geographic Data Committee (FGDC).
2. Content: What are the acceptable values for a given data element, e.g. this data item may only contain the numbers 1 through 25 or A through Z etc. Some data elements may contain symbology, e.g. a stop sign.
3. Context: Has to do with the meaning assigned to the content of the data element, e.g. 1 means husband and 2 means wife, etc. Meanings are also assigned to symbols or images, e.g. stop sign means stop.
Other standards may be provided by other MarinMap committees. The documentation and dissemination of all standards is a primary responsibility. In addition, the Committee is responsible for the operation of the MarinMap databases, systems, networks and procedures and processes. There are three major areas of responsibility. Those areas are:
Systems Infrastructure
The infrastructure is separated into three focus areas: 1) Geographic Database and all of its interfaces, 2) the Network and Operating Systems and 3) the Internet/Intranet. The maintaining and enhancing of the physical database, all operating system and network issues, including the Internet, regarding connectivity with MarinMap members and stakeholders is the responsibility of this Committee.
Applications
Responsible for implementing and maintaining policies and procedures for access and distribution of MarinMap digital data. Also responsible for establishing and maintaining the MarinMap Metadata Repository. This activity may be coordinated with the State and Federal Metadata Clearinghouse Program.
Node Administration
Node Administrators are responsible for data provision and transactions that update the MarinMap data warehouse. They are also responsible for ensuring that their agency complies with all MarinMap policies and standards to share in the benefits of the MarinMap collaboration. At each member site, the Node Administrator may serve as a system analyst and troubleshooter for users.
